Town Investment Plan
On 6 September 2019 the government invited 100 places to develop proposals for a Town Deal, as part of the £3.6 billion Towns Fund.
Reflecting our heritage as the UK’s first New Town, our vision is to reinvigorate Stevenage so that it represents the aspirations of its people and makes provision for the opportunities they seek.
We will create an exemplar 21st century New Town that maximises the benefits of our local economy whilst providing a combined retail, leisure, cultural and residential offer that will meet the needs of our population and attract visitors and investment well into the future.
So far, we’ve received views, feedback and ideas from hundreds of residents, enabling the Stevenage Development Board to creating core visions, values and themes that will steer the programme.
Your feedback has also allowed the Development Board to develop a Town Investment Plan which includes our proposals and a series of projects that that have been developed based directly on your feedback.

Identified projects so far
Your feedback has enabled the Development Board to identify a series of projects that could be delivered when government funding is secured. Further detailed information about the projects will be available in the coming weeks:
Gunnels Wood Infrastructure Improvements
Hertfordshire County Council, Stevenage Borough Council and the Local Enterprise Partnership are proposing a review and investment into the existing transport infrastructure on Gunnels Wood Road employment area.
Pedestrian & Cycling Connectivity and Arts & Heritage Trail
The number one objective for improving transport connectivity within Stevenage is a new, modern, efficient transport hub at the heart of Stevenage town centre that properly integrates rail and public transport (bus and taxi) but which is connected by strong cycling and pedestrian routes.
Marshgate Biotech Office and Keyworker Housing
Stevenage Borough Council, working with development partner, Reef Estates (Reef) are proposing the redevelopment of the Marshgate surface level car park for a mixed-use regeneration scheme delivering new biotech office space and key worker housing at the heart of the town centre.
Stevenage Enterprise Centre
Stevenage Borough Council with Hertfordshire LEP are proposing to create an Enterprise Centre in the heart of Stevenage with space for labs, workshops, co-work/hot desks and meeting rooms through the use of digital creativity and technology to harness the strength of the existing Life Science, Satellite and Digital sectors within the area creating a new destination.
Stevenage Technology & Innovation Centre
North Hertfordshire College, in partnership with key businesses and industries in Stevenage, is proposing the development of a new Stevenage Technology & Innovation Centre, located in the heart of the town centre. This will give the College a direct town centre presence whilst integrating with the College’s existing campus just to the south.
National New Town Heritage Centre
The creation of a National New Town Heritage Centre celebrating the contribution that the town has made to the urban planning movement and the social structure of the UK in the 20th Century. As well as looking to the past, the Centre will also pay an important role in looking to new models of urban development, reflecting the Vision for Stevenage to be an exemplar 21st Century New Town.
Station Gateway Enabling and Rail Station – Pre-Development Concept
Stevenage Station Gateway provides a once in a generation opportunity to deliver transformational change and renewal of international importance. The site is identified in the Stevenage Central Framework and Local Plan as having the opportunity to deliver high-quality commercial, residential and leisure uses at significant scale, based around a substantially improved station. Station Gateway alone will be able to accommodate more than 1,500 new residential units as well as new commercial, educational and leisure opportunities for the Town.
Stevenage Sport & Leisure Hub
The delivery of this new Hub will consolidate all sport and leisure provision into one central location, providing a modern 21st Century facility for the town’s residents. The new Hub will offer a new focal point for the town, encouraging greater levels of participation in sport, delivering improvements in health and well-being; enhanced Town Centre Gardens and improved access to green spaces and connectivity with Stevenage’s old town. This project is also a key identified intervention in the Stevenage Central Framework and a critical first step in unlocking the redevelopment of the Station Gateway area by enabling the relocation of the current Leisure Box.
